  • Responsible and Fair Fee Structures for Services

    Continue implementation of responsible fee structures for city services, ensuring that revenue is fairly generated without unnecessary tax increases.

  • 10-Year Financially Sustainable Plan

    Develop a “Rockwall 10-Year Financial Plan”, ensuring that major projects—like road expansions, emergency services, and infrastructure upgrades—are financially sustainable.

  • Reduce Debt with Pay-as-you-go Funding

    Continue prioritization of pay-as-you-go funding for capital projects whenever possible, reducing reliance on debt.

  • Ensure Borrowing is Within Safe Limits

    Continue management of the city’s bond issuance and debt levels, ensuring that borrowing is strategic, justified, and within safe limits.
